Electric utilities; integrated resource plans; State Corporation Commission to investigate electric load forecasting practices. Requires Dominion Energy to provide information related to forecasting its compliance with renewable energy portfolio standards in its integrated resource plan submitted to the State Corporation Commission, excluding information related to accelerated renewable energy buyers or customers purchasing electricity from a licensed supplier. The bill also directs the Commission to initiate a proceeding no later than March 1, 2027, to investigate electric load forecasting practices by Dominion Energy, Appalachian Power Company, and electric distribution cooperatives.

State review of power demand forecasts

By March 1, 2027, the State Corporation Commission starts one case to review utility and cooperative load forecasts. It checks the methods, data, and assumptions used for forecasts sent to PJM Interconnection. It reviews the materials sent to PJM and compares accuracy, consistency, and transparency across companies. It examines if forecasts include risk‑minimizing terms like financial commitments and minimum demand obligations. The Commission may require anonymized data so a third party can replicate results, with confidentiality protections. It coordinates with PJM to make sure forecasts are used fairly and without double counting in regional planning.

Stronger utility plans for reliable power

Electric utilities must file plans that match demand forecasts and keep power reliable. Plans must include owned or new plants, purchases from others, demand‑reduction programs, and energy storage. Each plan must choose a mix of owned and purchased power that meets demand after savings, and consider spot‑market deals with price and supply risks. Plans must use diverse supplies, follow state energy policy, and forecast renewable standard compliance while excluding accelerated buyers and customers served by licensed suppliers. Utilities must add any extra planning details the Commission requests.
