Requires the Board of Housing and Community Development to evaluate and vote on all proposals brought forth in an ad hoc committee convened by the Board to advise on proposed changes to statewide building and fire regulations during a regular meeting of the Board, including proposals for which the ad hoc committee did not reach a consensus.

Housing board membership and input changes

The law sets a 14-member Board of Housing and Community Development. Eleven members are appointed by the Governor, one from each congressional district, with General Assembly confirmation. The Virginia Housing Development Authority’s Executive Director is a voting member, and one member from the Virginia Fire Services Board is appointed by its chairman. The Director of Regulatory Compliance of the Virginia Building and Code Officials Association serves on the Board’s Codes and Standards Committee, but cannot chair that committee or the Board. Members serve four-year terms, may not serve more than two full successive terms, and the Board elects its chair each year. When statewide building or fire rules are proposed, the Board may form ad hoc committees with affected industry groups. The Board must review and vote on all committee proposals at a regular meeting, even without committee consensus.
