Summary

Minimum wage. Increases the minimum wage incrementally to $15.00 per hour by January 1, 2028. The bill codifies the adjusted state hourly minimum wage of $12.77 per hour that is effective January 1, 2026, and increases the minimum wage to $13.75 per hour effective January 1, 2027, and to $15.00 per hour effective January 1, 2028. Effective January 1, 2029, and annually thereafter, the bill requires the minimum wage to be adjusted to reflect increases in the consumer price index. This bill is identical to HB 1.

Minimum wage now rises with inflation

Starting Jan 1, 2029, Virginia adjusts the minimum wage each year for inflation. By Oct 1 each year, the state sets the adjusted rate using the CPI-U from the U.S. Bureau of Labor Statistics. The new rate applies for the 12 months starting the next Jan 1. You are paid the higher of the adjusted state rate or the federal minimum. The adjustment never lowers the wage.

Virginia minimum wage rises to $15

The law raises Virginia’s minimum wage in steps. Starting Jan 1, 2026, employers must pay at least $12.77 per hour or the federal minimum, whichever is higher. On Jan 1, 2027, the floor becomes $13.75. On Jan 1, 2028, the floor becomes $15.00 until Jan 1, 2029. Full-time workers paid at the floor can gain thousands of dollars per year.

Lower training wage for 90 days

Employers may pay certain trainees a lower rate. If you are in an approved on-the-job or other training program, you can be paid 75% of the Virginia minimum or the federal minimum, whichever is higher. This lower rate can be used for up to 90 days. The program must meet standards set by the state Commissioner.
