Summary

Charter; Town of Tazewell. Amends the charter for the Town of Tazewell in Tazewell County to remove the strict residency requirement for the town manager. The bill provides that the town manager is encouraged to reside within the town limits and may reside within a reasonable distance outside the town limits upon majority approval of town council. This bill is identical to HB 62.

Clear chain of command in town hall

If the Town Manager is absent, disabled, or the job is vacant, the council can appoint a qualified person to serve temporarily. A council member cannot serve in that role during their term or for one year after it ends. The council cannot tell the manager who to hire or order the manager’s staff; it may ask questions but must work through the manager.

Council sets manager pay and bonding

The council sets the Town Manager’s pay by ordinance or resolution. The council can also require a bond for the manager to protect the town. The law does not name any pay or bond amounts.

New hiring and residency rules for Town Manager

The council picks the Town Manager for skill and experience, not politics. A new manager does not have to live in Tazewell or Virginia at the time of appointment. While serving, the manager must live in town unless the council, by a majority vote, allows living a reasonable distance outside the limits.
