Summary

Roanoke Higher Education Authority; board of trustees; membership. Reduces from 19 to 18 the total membership of the board of trustees of the Roanoke Higher Education Authority by removing the presidents of Old Dominion University and the University of Virginia or their designees and adding the president of Appalachian College of Pharmacy or his designee. The bill also permits the President of Total Action for Progress to designate an individual to serve in his place on such board of trustees. This bill is identical to HB 423.

Smaller board and local resident seats

The board shrinks from 19 to 18 members. It sets who serves: two Delegates, one Senator, the state council’s executive director, the community college chancellor, nine named college presidents, and TAP. These officials may serve or name a designee. The Speaker appoints the two House members under House proportional rules; Senate Rules appoints one Senator; the Governor appoints five citizen members representing business and industry. Nonlegislative citizen members must be Virginia citizens and live in the Roanoke region.

Term limits, pay, and board leadership

Legislators and named officials serve while they hold their office. Citizen members serve four-year terms, with a limit of two consecutive full terms. Someone who filled an unexpired term can still serve two full terms after that. Vacancies are filled the same way as the original appointment for the rest of the term. Citizen members do not get pay. Legislative members receive the usual pay set in state law. All members can be repaid for reasonable, necessary expenses, funded by the Authority. The board elects a chair and vice chair and may adopt bylaws.
