Offshore wind job training for Virginians

The law creates statewide training for offshore wind jobs in Virginia. The Department of Energy builds pre-hire soft skills and technical courses for manufacturing, maritime, and other skilled trades. The Director assesses in-state developers, equipment makers, and supply-chain firms and must consider a Global Wind Organisation safety program on fire awareness, first aid, sea survival, working at height, and manual hauling. Veterans, local workers, and people from historically economically disadvantaged communities (Code § 56-576) are prioritized. The Department works with colleges, vocational schools, apprenticeship programs, and at least one HBCU (Code § 2.2-1604). Funding can include existing local, state, or federal grants, and training is coordinated with the Transmission Siting and Economic Development Program, including Hampton Roads Workforce Council awards.
