Summary

New College Institute; name; membership and composition of board of directors. Renames New College Institute as the West Piedmont Higher Education Center (the Center) and makes several revisions to the membership requirements for the board of directors of the Center, including (i) increasing from 15 to 20 members the total membership of the board of directors; (ii) modifying the composition of the board of directors by adding as required members the Executive Director of the State Council of Higher Education for Virginia or his designee, the Chancellor of the Virginia Community College System or his designee, and the presidents of George Mason University, Longwood University, Radford University, Virginia Polytechnic Institute and State University, and Virginia State University or their designees; (iii) reducing from 10 to seven the total number of nonlegislative citizen members to be appointed by the Governor and requiring five of such nonlegislative citizen members to be representatives of West Piedmont public education and area business and industry, including one division superintendent, one public school teacher, and three business and industry leaders; and (iv) adding the president of Patrick & Henry Community College or his designee to serve as an ex officio nonvoting member. The bill also requires the board of directors of the Center, in collaboration with representatives of GO Virginia Region 3, the Institute for Advanced Learning and Research, Patrick & Henry Community College, local school boards, and major regional employers, to develop a sustainability plan, including a comprehensive strategic plan and customer recruitment and expansion strategy, to provide higher education degree and certification programs in accordance with its mission, to review options to achieve the goals stated in such plan, and to report on such options to the Governor, the Chair of the Senate Committee on Finance and Appropriations, and the Chair of the House Committee on Appropriations no later than August 1, 2027. This bill is identical to HB 430.

Workforce grants available at the Center

The Center is now an eligible school for the New Economy Workforce Credential Grant Program. Eligible students can use grants for approved noncredit workforce credentials offered through the Center. You must be domiciled in Virginia under § 23.1-500, as determined by the school.

New West Piedmont education center created

The law establishes the West Piedmont Higher Education Center in Henry County and Martinsville. The Center expands degree and nondegree programs, workforce and adult training, and targets local industry needs. The board can partner with colleges, must first work with local community colleges for specialized noncredit training, and can use other providers or provide it itself if needs are unmet. With the Governor’s approval, the board can lease or sell Center property, with proceeds kept under any trust or used for Center purposes. The Center can accept gifts and grants and can use state higher‑education bond and equipment financing. The board must create a sustainability and strategic plan with regional partners and report options by August 1, 2027.

Center hiring and job rule changes

The board appoints an executive director to run the Center, and the director can hire staff and faculty as needed. Some Center jobs can be exempt from state personnel rules if the higher education council and the Center board identify them and the Human Resource Management Director approves them as needing specialized professional training. For those approved jobs, hiring and job rules may differ from standard state personnel procedures.

Who serves on the Center board

The law sets a 15-member board with five legislators and ten citizen appointees. The board also includes the Council’s Executive Director, the System Chancellor, and the presidents of George Mason, Longwood, Radford, Virginia Tech, and Virginia State, or their designees. The Patrick & Henry Community College president serves ex officio without a vote. At least 13 members must live in Virginia. Legislative members serve while in office; citizen members serve four-year terms and may not serve more than two consecutive full terms. Citizen members are unpaid but can be reimbursed for necessary expenses; legislative members are paid under state law and the Center covers these costs. The law allows General Assembly members to serve on this board. Current New College Institute board members finish their terms; new seats follow these rules.
