Starting July 1, 2026, the law updates these definitions. It defines interconnection facilities as tie lines, collector lines, substations, switching stations, and other parts needed to connect to the grid. Each small project now includes its generator or storage plus its dedicated interconnection parts. The size caps stay the same: 150 MW for solar or wind, 100 MW for water, wave, tidal, or geothermal, 20 MW for biomass or waste, and 150 MW for storage. Hybrid projects must meet each component’s cap with its own interconnection parts. The agrivoltaics and energy storage facility definitions also continue to apply.

Small energy project rules through 2026

The law sets current rules for small renewable energy projects. Before July 1, 2026, a project is small if it meets these caps: solar or wind up to 150 MW; water, wave, tidal, or geothermal up to 100 MW; biomass or municipal solid waste up to 20 MW; and electrochemical storage up to 150 MW. A hybrid can combine a listed generator and storage within those caps. The law also defines agrivoltaics as solar co-located with real farm production, with decommissioning plans and farmer flexibility. It defines an energy storage facility as equipment that absorbs, stores, and later delivers energy.
