Acting manager during absences

If the town manager is absent or disabled, the council can name a qualified person to perform the manager’s duties. This keeps town operations going.

Front Royal town manager hiring rules

The town council appoints a town manager as the chief administrative officer. The council must choose based only on executive and administrative skills. At hiring, the person may live outside the town or Virginia. While in office, the manager must live in Front Royal. Council members cannot be chosen as manager during their elected term. The term length is set by agreement between the council and the manager.

Removal and hearing rules for manager

The council may remove the town manager for cause. If the manager asks, the council must give written reasons and a chance to speak at a public meeting before the final vote. The council can suspend the manager during that process. The council’s decision to suspend or remove is final under the charter.
