Summary

Virginia Health Workforce Development Authority; administration of nursing scholarships. Grants the Virginia Health Workforce Development Authority the authority to administer scholarships related to nursing and to promulgate regulations exempt from the requirements of the Administrative Process Act as may be necessary to carry out the administration of nursing scholarship and loan programs. Under current law, the Board of Health is the administrative authority for such scholarships and the Commissioner of Health serves as the fiscal agent for the Board in the administration of some scholarship funds. The bill directs the Authority to establish an annual reporting schedule requiring submission of health workforce data, requires the Authority to establish and provide oversight and strategic guidance to the Virginia Nursing Workforce Center, and grants the Authority the authority to evaluate health workforce programs administered or supported by the Commonwealth. The bill directs the Virginia Nursing Workforce Center to establish an advisory board to provide it with strategic oversight and guidance. This bill is identical to HB 815.

Nursing scholarships: amounts and service rules

Virginia runs a yearly nursing scholarship program for Virginia residents in approved nursing or nurse aide programs. Undergraduates can get up to $2,000 a year; graduate students can get up to $4,000, with a minimum of $150. Each award covers one year and can renew up to a total of five years if you make good progress. Money is sent to your school account or to you, as the program directs. You must sign a contract and, after finishing school, work in a Virginia nurse‑shortage area. You owe one month of service for each $100 you receive (for example, $1,000 = 10 months).

How nursing aid is funded and run

Virginia uses a dedicated Nursing Scholarship and Loan Repayment Fund. It pays scholarships to nursing students and repays loans for registered nurses, licensed practical nurses, and certain certified nurse aides who agree to work in long‑term care facilities. The Board of Nursing manages the Fund with the Director of Health Professions, and the Virginia Health Workforce Development Authority awards scholarships and runs the program. Money comes from licensure fees, state appropriations, and private gifts; repayments and interest stay in the Fund and do not revert at the end of a biennium. The Authority can make and enforce program rules and allow reasonable variances or exemptions, and existing Board of Health rules stay in place until the Authority issues its own. The Health Commissioner runs any scholarship or loan programs not handled by the Authority.

New state team to grow health workers

The law creates the Virginia Nursing Workforce Center inside the Virginia Health Workforce Development Authority to help grow the nurse workforce and advise the state. The Authority collects de‑identified workforce data each year from agencies and schools and publishes analysis for statewide planning. It can accept grants and donations, hire staff, and run programs to build the health workforce. The Authority’s projects and property are tax‑exempt, but private businesses still pay normal state and local taxes.
