Removes the Federal Reserve Bank of Richmond from the membership of the advisory committee and the work group that the Department of Education and the Community College System are required to establish for administration of the College and Career Ready Program pursuant to applicable law. This bill is identical to HB 1039.

Easier dual enrollment access and support

The law makes eligibility and admission rules for dual enrollment more consistent across Virginia. It requires outreach to increase participation by students who are underrepresented at four-year public colleges. School boards and community colleges must give clear notice and counseling about the program. Enrolled students must get supports like tutoring, library access, disability accommodations, and help with transportation. The state grows the number of high school teachers who meet dual enrollment credential rules. If a division has no qualified in‑person teacher, colleges and the Online Virginia Network provide the course online.

Planning CTE dual enrollment for students

The law creates a CTE work group to design career and technical courses for qualified high school students. Members include regional school and college reps, state education offices, business and economy groups, parents (including a homeschooled parent), and a disabilities expert. The group reviews CTE laws, gathers data on course offerings, instructor supply, student and college costs, industry needs, and funding like G3 and FastForward. It recommends which CTE courses to offer, how to ensure access statewide and online, ways to keep courses affordable, instructor models, goals and metrics, and any needed law changes.

Program funding, data, and annual reviews

The Department of Education and the Community College System run the program and work with the higher education council. An advisory committee guides the program, and plans must reflect each division’s location and size and include all associate‑degree public colleges where possible. The agencies must pay out money from the Program Fund following § 22.1-237.2. They collect and publish yearly student outcomes and division and college receipts and spending, and they maintain a public webpage for families. Each year they review costs, results, and course quality and send an improvement plan to the General Assembly.
