Summary

Use of license plates; special permit; validity period. Extends from five to 30 days the validity period of a special permit authorizing the use of license plates on a vehicle other than the vehicle for which the license plates were issued, when the vehicle for which the license plates were issued is undergoing repairs in a licensed motor vehicle dealer's repair shop and when the license plates are being used on a vehicle owned by the dealer in whose repair shop the vehicle is being repaired. The bill removes the provisions authorizing the renewal of such permit and limiting such renewals to once per permit.

Drivers get temporary plate transfer option

The DMV Commissioner can grant a special permit to use your plates on a dealer-owned car while your car is in that dealer’s licensed shop. You and the dealer must apply together on DMV forms and show an emergency. The permit is a certificate that lists the issue date, your name, and the vehicle ID. You must carry the certificate while driving. It lasts at least 5 days and no more than 30 days. Only one renewal is allowed for the same emergency.

Dealers can issue emergency plate permits

The DMV may let licensed dealers issue these permits for cars being repaired at their own shop. Dealers must use DMV forms, keep permanent records for at least three years, and allow DMV and police to review them during business hours. Dealers must file a copy of each permit and application with the DMV promptly. The DMV Commissioner can suspend a dealer’s authority if the dealer does not follow these rules.
