Summary

Virginia Boys and Men Advisory Commission established; report; emergency. Establishes the Virginia Boys and Men Advisory Commission as an advisory commission in the legislative branch of state government for the purpose of advising the General Assembly on issues of concern, including education inequity, economic opportunities, disparity in health outcomes, and the impact of social media use, as such issues relate to boys and men in the Commonwealth. The bill contains an emergency clause. This bill is identical to HB 1188.

New Virginia commission on boys and men

The law creates the Virginia Boys and Men Advisory Commission in the legislative branch. It studies and advises on education gaps, jobs, health, family life, and social media. The chair sends an annual summary before each regular session, and reports are posted online. The commission must also send one report with up to three recommendations by October 1, 2026. The commission ends on July 1, 2029 unless renewed. The act takes effect immediately.

How the commission runs and pays

Members elect a chair and vice‑chair, and both must be lawmakers. A majority of legislative members is a quorum. The chair can call meetings, and a majority of members can also request one. The Clerk’s Office supplies admin staff, and Legislative Services provides legal and research help. Lawmakers get set pay for meetings. Citizen members get pay and expense reimbursement. Pay comes from House or Senate clerks and commission funds, or with Joint Rules approval if needed.

Who serves on the commission

The commission has 18 members: 10 lawmakers and 8 citizen appointees. The Speaker picks six Delegates, Senate Rules picks four Senators, and the Governor picks eight citizens. Citizen members must be Virginia citizens and include experts like a school administrator, a community college pro, a pediatrician, public safety, and a mental health specialist. For first appointments, three serve two years, three serve three years, and two serve four years. After that, citizen terms are four years, with up to two back‑to‑back terms. Lawmakers serve while in office. Vacancies are filled for the rest of the term.
