Summary

Board of Accountancy; licensing requirements; inactive and emeritus status. Directs the Board of Accountancy to establish "Inactive" and "Emeritus" CPA license statuses for licensees who no longer provide services to the public or services to or on behalf of an employer. The bill requires the Board to develop guidelines to provide active and inactive licensees additional clarity governing the manner in which such licensees should reference autobiographical and biographical information with respect to their CPA licensure to remain historically accurate and compliant with the law and relevant regulations. The bill directs the Board of Accountancy to adopt emergency regulations to implement the provisions of the bill. This bill is identical to HB 870.

Former CPAs can reference past licensure

The Board must publish guidance that lets former licensees make accurate, biographical references to their past CPA licensure. This guidance must be on the Board’s website no later than September 30, 2026.

New Inactive and Emeritus CPA options

The Board establishes two license statuses: CPA, Inactive and CPA, Emeritus. To qualify for either, you must hold a current Virginia CPA license and have no pending investigation or disciplinary action in Virginia or any other state. Inactive requires at least 5 years holding an active CPA license. Emeritus requires either 15+ years of active or inactive licensure and age 60+, or 30+ years of licensure. The Board sets any extra qualifications and the application steps.

Rules for using the CPA title in Virginia

You must hold a Virginia CPA license to use the CPA title if you provide services to the public and your main office for those services is in Virginia. You may use the CPA title in Virginia with a license from another state only if you follow Virginia’s practice‑privilege rules. The Board may refuse the title if it finds you unfit based on all information, but it cannot deny you only because of a criminal conviction.

The Virginia Board of Accountancy sets how to apply, renew, or reinstate a CPA license. It sets the fees you must pay and the continuing professional education (CPE) you must complete.
