As introduced, this bill was a recommendation of the Joint Commission on Health Care. This bill is identical to HB 209.

Easier hiring for peer recovery specialists

The law requires the Virginia Department of Health and the Virginia Department of Corrections to write hiring rules for peer recovery specialists. The rules must allow people with past criminal convictions to be hired for paid peer jobs in their programs. They cannot be stricter than the state’s existing exceptions to barrier crimes for adult mental health and substance use treatment programs. The rules must also clearly state job requirements for each program and position. This applies only to paid positions run by those two departments. There is no new funding. Approved as Chapter 91 on April 6, 2026.
