Localities must report housing changes yearly

The law requires every Virginia locality with more than 3,500 people to file a housing report each year. Reports are due by September 1 and cover the prior fiscal year. Localities must list changes to zoning, subdivision rules, fees, proffers, plans, and housing incentives, and note links on their website when available. They must also report residential development applications and units submitted, approved, or denied, including unit type, tenure, and expected affordability when available. For reporting, a complete application pending at least 12 months counts as denied unless the applicant asked for the delay. The Department of Housing and Community Development sets the forms with stakeholder input and posts all reports online.
