Summary

School boards; language access plan for limited English proficient parents. Requires each school board to develop, implement, and post in a publicly accessible location on its website a language access plan consisting of policies and procedures designed to ensure meaningful communication with and informational accessibility for limited English proficient (LEP) parents, as that term is defined in the bill. The bill has a delayed effective date of July 1, 2027. This bill is identical to HB 1278.

Free translation and equal notices for limited-English parents

Beginning July 1, 2027, schools must notify parents with limited English as fully as other parents about key school matters. Schools must give free interpreters or translations and cannot make you rely on your child or untrained staff. They must translate vital papers, like enrollment forms, discipline notices, IEPs, and appeal rights, into the division’s common languages each year. Schools must identify LEP parents at enrollment and record your preferred language. School boards must post your rights, available help, and how to get it on their website.

School boards must adopt language access plans

Beginning July 1, 2027, each school board creates, carries out, and posts a language access plan to communicate with parents with limited English. The plan explains how services work, and staff who talk with these parents are trained on the rules and how to get interpreters and translations. All parts of this law take effect July 1, 2027.

Schools can use vendors for language help

Beginning July 1, 2027, school boards may meet these duties through contracts or shared regional or statewide services. Phone or video remote interpreting and central translation are allowed. Boards must follow the Standards of Quality but can choose cost‑effective models that fit local needs, so service models may differ by division.
