Summary

Western Virginia Public Education Consortium; governance; funding; duties. Makes several changes relating to the Western Virginia Public Education Consortium (the Consortium), including (i) requiring the chair of the board of the Consortium to submit an annual executive summary only in each biennium in which the Consortium receives funding from the General Assembly, (ii) adjusting the membership of the governing board of the Consortium to (a) accurately reflect school division consolidation that occurred after the Consortium's initial establishment and (b) include each member of the House of Delegates who represents a House District that is partially or wholly located in Western Virginia and each member of the Senate of Virginia who represents a Senatorial District that is partially or wholly located in Western Virginia, and (iii) removing the requirement for the governing board of the Consortium to develop and maintain linkages with schools and school divisions in Northern Virginia to promote enhanced usage of educational technology. This bill is identical to HB 584.

Consortium board makeup, meetings, and rules

The Consortium has a 33-member board with 19 school superintendents and 14 legislative members who serve as nonvoting ex officio members. Members serve while they hold office. The board elects a chair and vice-chair and chooses a member school division to be its fiscal agent by majority vote. Members are unpaid but can be reimbursed for reasonable, necessary expenses from Consortium funds; if no funds are available, the Joint Rules Committee must approve payment. A quorum is a majority of the superintendent members. The chair calls meetings, or a majority of members can request one. When the Consortium receives General Assembly funding in a biennium, the chair files an annual executive summary by the first day of each regular session; it follows legislative procedures and is posted on the General Assembly website.

New Western Virginia school consortium formed

The law creates the Western Virginia Public Education Consortium. Western Virginia includes the counties of Alleghany, Bath, Bland, Botetourt, Craig, Floyd, Franklin, Giles, Henry, Montgomery, Patrick, Pulaski, Roanoke, and Wythe, and the cities of Covington, Martinsville, Radford, Roanoke, and Salem. The board can approve other localities to join. The Consortium is supported with funds appropriated by the General Assembly. It coordinates regional public education work across member school divisions.

Shared services and tech for regional schools

The Consortium coordinates services to cut duplicate programs and make better use of resources. It runs ongoing needs assessments and builds plans to meet member divisions’ needs. It links K–12 career and technical education with workforce programs, colleges, and local businesses. It coordinates technology like video conferencing, distance learning, and shared hardware and software purchases. It builds ties with Northern Virginia schools to improve classroom technology use. It develops shared services such as joint purchasing, facility planning, staff training, and special needs programs, and puts them in place when needed.
