Summary

Display of obscene material to a minor unlawful; penalty. Makes it a Class 6 felony for any person 18 years of age or older to display obscene material, as defined in relevant law, to a minor younger than 13 years of age with lascivious intent. Current law only prohibits the display of child pornography or a grooming video or materials to a child younger than 13 years of age by a person 18 years of age or older.

Felony to show obscene material to young children

The law makes it a Class 6 felony for any adult to show obscene material to a child under 13. The act must be done with sexual intent to entice the child into sexual touching or sex acts. The ban covers child pornography and “grooming” media. “Grooming” media includes cartoons, animations, videos, photos, or images of a child that show total nudity; expose genitals, the pubic area, buttocks, or a female breast; or are obscene and show sexual touching or sex acts. This strengthens protection for young children.
