Winchester parking fees and rules

The Authority builds, maintains, and runs parking lots and garages inside the city. It sets and changes parking rates, rentals, fees, and other charges. It also makes and updates rules for who can park and how spaces are used. Drivers who use these facilities must follow those rules and pay the posted charges.

Leasing parking sites with business limits

The Authority can buy or accept land and property for parking and may sell or transfer property it owns. It leases all or part of its parking facilities on terms and for years it decides. No one may sell vehicle‑service products on Authority parking spaces. The Authority and its lessees cannot offer any product or service there other than parking.

Parking Authority setup and powers

The law makes the Winchester Parking Authority a public government agency. It adopts bylaws, keeps an official seal, and maintains offices it chooses. It can sue and be sued in its own name. It may take any actions needed to carry out its powers under the Act.

Bond financing for parking projects

The Authority finances parking projects by issuing revenue bonds. It can refinance older debt with refunding bonds. It signs contracts, including trust agreements for bonds, and hires needed staff and experts. All such expenses are paid only from funds provided under this Act.
