Summary

School boards; opening of the school year; certain alternative schedules and schedule flexibility permitted. Extends from no earlier than 14 days before Labor Day to no earlier than 14 days before September 1 of each year the requirement relating to the earliest date that each school board is permitted to schedule as the first day on which students are required to attend school each year. This bill is identical to HB 1455.

Four-day school weeks allowed

Individual schools can ask to move to a four-day week. The local school board must approve the plan. The school still must give at least 990 hours of instruction for grades K–12 each year. The state Board of Education sets the guidelines for these plans.

Earlier starts in some Virginia regions

Some regions get extra flexibility to start before Labor Day. In Planning District 16, a division that did not get a 2018-2019 waiver but would have qualified under the pre–July 1, 2019 rule for 2019-2020 may start earlier, even more than 14 days before Labor Day. A division fully surrounded by two divisions that had a 2012 waiver or would have qualified under the older rule may open on the same date as either surrounding division. Any division that sends students to the Northern Neck Technical Center may also start earlier than Labor Day.

Labor Day school start rules

Local school boards must set the first required school day no earlier than 14 days before Labor Day. If a division starts before Labor Day, all schools close from the Friday before Labor Day through Labor Day. The Board of Education can grant a waiver when the division runs year-round programs in one or more schools. Any waiver only covers the opening date for those year-round schools.
