Summary

Community Builders Pilot Program; name change; sunset repeal; statewide demonstration model site. Makes permanent and renames the Community Builders Pilot Program established within Roanoke City Public Schools and Petersburg City Public Schools as the Community Builders Program (the Program). The Community Builders Pilot Program is currently set to expire on July 1, 2027. The bill also requires, with such funds as may be appropriated by the General Assembly for such purpose pursuant to the general appropriation act, Roanoke City Public Schools to serve as the statewide demonstration model site for the Program for the purpose of hosting interested representatives of other school divisions to observe the Program and receive training and materials from Roanoke City Public Schools in order to facilitate the replication of the Program in such other school divisions. This bill is identical to HB 1153.

Roanoke schools named statewide model site

With funds appropriated in the general appropriation act, Roanoke City Public Schools serves as the statewide demonstration model site. Roanoke hosts representatives of other school divisions to observe the program and provides training and materials to help them copy it. This designation does not itself provide a specific funding amount.

Community Builders program for Roanoke and Petersburg students

The law creates the Community Builders Program in Roanoke City and Petersburg City public schools. It offers after-school sessions during the school year and one summer session. Each session can include up to 100 students. Rising eighth-graders can apply, and teachers can refer students; a teacher referral can require participation. Activities include job skills, college exploration, social-emotional learning and restorative justice, and family engagement. The school boards hire staff, set the curriculum and schedule, and run the program. They must report each year by November 1 on participation, attendance, discipline, grades, and gun-violence incidents involving participants. The law does not set program fees or funding amounts.

Repeals parts of two 2024 acts

The law repeals the second enactment sections of Chapters 299 and 357 of the 2024 Acts of Assembly. It removes those clauses from law. This section does not add new benefits or funding, and any household effect is not specified here.
