Summary

Solid Rocket Motor Manufacturing Grant Fund. Establishes the Solid Rocket Motor Manufacturing Grant Fund to provide grant installment awards between July 1, 2027, and July 1, 2046, in an amount not to exceed $6 million per fiscal year and in an aggregate amount not to exceed $97,723,000 to a qualified company that (i) engages in the manufacture of solid rocket motors, (ii) executes a memorandum of understanding with the Commonwealth, and (iii) is expected to make a capital investment of at least $537,570,000 and create and maintain at least 1,546 new full-time jobs. This bill is identical to HB 1531.

Rocket motor grants and funding rules

The law creates a special state fund for these grants that keeps its interest and year‑end balances. Grants can pay for building and development of the facility or any other lawful purpose. Payments can start with the budget year that begins July 1, 2027 and continue through the year that begins July 1, 2046, unless extended in the memorandum of understanding. Total grants are capped at $97.723 million, no more than $6 million per year, and no more than 20 straight years; any unpaid amounts after 20 years are forfeited. After you file, the Secretary certifies your grant within 60 days, and the Treasurer pays in the next budget year only if money is specifically appropriated.

Who qualifies for rocket motor grants

To qualify, a company must make solid rocket motors and, from July 1, 2025 to before July 1, 2045, commit at least $537,570,000 in capital investment and create and keep at least 1,546 new full‑time jobs. Only projects and facilities in Pittsylvania County count toward these goals. A qualifying job must be mainly at the facility and pay at least $81,483 on average. It must include standard benefits and require 35 hours a week for at least 48 weeks, or 1,680 hours a year. Seasonal and contractor roles do not count.

Annual filings and document checks

To get each grant installment, the company must file proof of jobs and investment for the prior fiscal year with the Secretary by October 1. Late filings defer that year’s payment; mailed filings use the postmark date. On request, the company must let the Secretary inspect records, and documents the company marks as confidential are treated as confidential and proprietary.
