Morristown charter sets town management rules

The law approves Morristown’s charter, which town voters approved on November 5, 2024. Morristown remains a municipal corporation within its existing boundaries. Vermont municipal laws still apply unless changed by the charter or a lawful town rule or ordinance. The Town Manager serves as chief executive, leads town administration, and answers to the Selectboard for its efficient operation. The Manager can hire, appoint, discipline, and remove all town employees under personnel rules approved by the Selectboard. Department heads can take these actions only with the Manager’s permission and under the Manager’s discretion and supervision. Morristown’s charter occupies chapter 129C; Northfield’s existing charter moves to chapter 129D. The law takes effect on passage; the Governor signed it on May 5, 2025. It provides no direct household payment or benefit.
