Vermont requires shared police shooting investigation rules

Effective June 8, 2026, the law requires Vermont officials and police leaders to develop shared rules for independent police shooting investigations. Participants are the Attorney General’s Office, Department of State’s Attorneys and Sheriffs, Department of Public Safety, and Vermont Association of Chiefs of Police. They must examine other states’ and jurisdictions’ rules for best practices. The rules must define which shootings trigger investigations and how police and prosecutors handle conflicts of interest. They must cover notifying the Attorney General’s Office and Department of State’s Attorneys and Sheriffs, plus investigation steps. They must include two independent prosecutor reviews, victim advocates’ roles, and ways to address delays in charging decisions. They must describe possible outcomes, including clearing an officer or filing criminal charges. By December 1, 2026, participants must send one report to the House and Senate Judiciary Committees. It must describe their work, agreed rules, and needed law changes or funding. The law itself provides no funding or household payments.
