Annual IT report and public dashboard
The Agency of Digital Services must send one IT and cybersecurity report each year with the Governor’s budget. It goes to the House Committee on Energy and Digital Infrastructure and the Senate Committee on Institutions. The report shows performance, revenues and spending, cost savings, and a summary of every active IT project costing $500,000 or more. It includes updates to the strategic plan and inventory, reviews and any CIO waivers, and Technology Modernization Fund spending and next‑year picks. The Agency also keeps a public project list online, updated at least monthly. For each project, it shows the state partner, name, start date, original and current end dates, original and current costs, and on‑time/on‑budget flags.
New IT oversight starts July 1, 2025
The law takes effect July 1, 2025. All new reporting, recordkeeping, review, and public inventory duties begin on that date.
Stronger checks on big state IT projects
For any IT project costing $500,000 or more, the Agency keeps a business case on file when available. It lists staffing, life‑cycle costs, funding sources, and expected benefits like savings and better service. For any new IT project costing $1,000,000 or more, or when the CIO requires, an independent expert review is required. The review covers acquisition costs, technology design, the implementation plan, costs and benefits, alternatives, operating‑cost impacts, and security. The CIO may waive the review in writing if another federal or State review already covers it.
