Governor approval for immigration agreements

Only the Governor, consulting the Attorney General, can enter, change, or renew certain federal immigration or customs agreements. Public agencies, their staff, and contractors cannot sign them without the Governor’s authorization. During a declared state or national emergency, law enforcement may sign one when needed to protect public safety or welfare. These rules take effect May 21, 2025.
