Vermont creates New Americans study group
The law creates the Office of New Americans Study Committee. The Director of the Vermont Refugee Office chairs it. Members include one Labor appointee, one from the Office of Racial Equity, and six appointed by the Governor. One of the six must be a New American with lived experience. Nominations come from AALV, USCRI, the Vermont Afghan Alliance, BDCC, Migrant Justice, and the Vermont State College System. The first meeting is called by September 1, 2025. A detailed report on barriers, needed services, and a plan for a new Office is due by September 1, 2026. The Agency of Human Services provides administrative, technical, and legal help. Members can receive per diem and expense reimbursement for up to 10 meetings, paid from General Assembly or Agency of Human Services funds. The law takes effect May 21, 2025. The Committee ends when it files the report or on September 1, 2026, whichever comes first.
