Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Home-site permits released after improvement milestones

Wisconsin local officials must release outstanding building permits for home sites on a subdivision plat when related improvements are substantially complete. This applies only to permits tied to and dependent on substantial completion of those improvements.

Earlier feedback for Wisconsin subdivision applicants

Local governments must provide subdivision applicants an informal review meeting before they submit a preliminary subdivision map, called a plat. If no preliminary plat is planned, the meeting comes before the final plat. Feedback covers local approval requirements but binds neither side. Applicants can submit preliminary plans for sewer, water, roads, grading, stormwater, soil testing, landscaping, and street lighting. Officials cannot reject the preliminary plat solely because these materials are unfinished, but can require final materials as an approval condition.

Fewer approval barriers for subdivision applicants

Wisconsin towns and municipalities can require agreements and financial security to finish reasonably necessary public improvements within a reasonable time. At project start, required security cannot exceed 120% of the estimated remaining improvement cost, calculated under state law. Officials cannot demand installation or acceptance of improvements before a preliminary or final plat is submitted, reviewed, approved, or recorded. For an approved or legally deemed-approved final plat, the clerk must certify recording eligibility within 10 days of the applicant's request. The final plat must be recorded, subject to the remaining state recording requirements.
