Wisconsin utilities change fuel-cost calculations

Wisconsin electric utilities with approved fuel-cost plans must count costs of buying power generation capacity and revenue from selling it. That capacity must meet requirements set by the Midcontinent Independent System Operator, using Wisconsin’s existing legal definition of that operator. The Public Service Commission sets an annual tolerance with matching limits for collecting too much or too little. Amounts outside those limits must be set aside for later charges or refunds. Including capacity costs and revenue can affect those amounts, but the law sets no fixed dollar change.
