Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

Higher payments for ambulance care without transport

For services starting January 1, 2027, Wisconsin raises the maximum Medical Assistance payment for ambulance response and treatment without transport. The rate for this care, billed under code A0998, must match the maximum rate for basic life support emergency transport, code A0429. The payment goes to ambulance providers, not patients. The law does not give a dollar amount.

Easier budget test for local incentive payments

Wisconsin excludes certain local spending from the budget-growth test for expenditure restraint incentive payments. This includes spending from levies for qualifying joint fire department or joint emergency medical services fees exempt from levy limits. Other exclusions cover specified taxes, payments, grants, emergency costs, and purchases made for school districts. The test covers the budget statement year and the prior year. Counted growth must stay below inflation plus the property-value growth factor, rounded to the nearest 0.10 percentage point.

Annual state reports on emergency care roles

Wisconsin’s Department of Health Services must submit an annual report by September 15 to both houses of the legislature. It must consult the Technical College System Board. The report must cover state and national changes in what emergency medical responders and practitioners are allowed to do. It must also explain how those changes may affect training in Wisconsin.
