New reporting and metering for chargers
Beginning July 1, 2026, dealers that sell electricity at DC fast chargers must collect the per‑kWh license tax and are liable for it. Every DC fast charging station must be metered to record kWh sold for charging. Suppliers, distributors, importers, and dealers must file monthly tax reports showing gallons, gasoline gallon equivalents, kilowatt hours, or diesel gallon equivalents, and remit payments; electronic funds transfer is allowed. The law defines electricity as an alternative fuel, counts kWh as billed gallons, and sets 33.56 kWh as one gasoline gallon equivalent. Transportation and Revenue agencies will set reporting dates and procedures by rule.
Lower annual fee for all-electric cars
Beginning July 1, 2026, you pay $100 each year for a Wyoming all-electric vehicle decal. This replaces the old $200 fee. It applies to registered and licensed all-electric vehicles.
No sales tax on alternative fuels
Beginning July 1, 2026, sales or leases of qualifying alternative fuels are exempt from Wyoming sales tax. This only applies to fuels taxed under the state’s alternative fuel license tax (W.S. 39-17-301 to 39-17-311). You should not be charged state sales tax on those fuel purchases.
New $50 annual fee for plug-in hybrids
Beginning July 1, 2026, owners of Wyoming-registered plug-in hybrid vehicles must pay a $50 annual decal fee. You pay this each year when the vehicle is registered.
New per-kWh tax at EV chargers
Beginning July 1, 2026, Wyoming charges $0.035 per kilowatt hour on electricity sold to move motor vehicles. The tax applies when you charge at DC fast charging stations. Sellers must post the price per kWh, including all taxes, so you see the full cost. You pay based on the kilowatt hours you use. Statutory exemptions still apply.
