The Wyoming banking commissioner must keep information and reports about virtual currency kiosk operations confidential. This covers records obtained from licensed operators, Wyoming-chartered financial institutions, or their representatives. Disclosure is allowed to other states' officials and examiners, federal regulators, and appropriate prosecutors. Records can also be disclosed when a court order requires it.
Wyoming regulates public kiosks that exchange virtual currency for money, bank credit, or other virtual currency. Owners, operators, and managers must hold a Wyoming Money Transmitters Act license or be a Wyoming-chartered financial institution. A knowing violation is a felony carrying at least three years in prison, a fine of at least $10,000, or both. The law took effect immediately upon becoming law, and existing operators had to comply immediately. The state banking commissioner must issue rules to carry out the law and can regulate authorized kiosk operations.
