Planning funds for new local water systems
The law funds early planning for new local water systems. It gives $2,186,997 for Level I studies in Grover, Kemmerer-Diamondville, Laramie, Medicine Bow, Pine Bluffs, Superior, the UW Water Research Program, Worland, and Yoder. It also gives $327,000 for a Level II study for the Bedford and Turnerville regional water supply. The commission can move extra money among these listed studies only after the Select Water Committee reviews and recommends it. Any money not spent or obligated by July 1, 2029 goes back to Water Development Account I. The commission must report on each study before the 2028 legislative session.
Rehab planning for irrigation and water lines
The law funds planning to fix and upgrade irrigation and water lines. It provides $470,000 for a Level I study for the Shoshone Irrigation District master plan. It provides $308,000 for a Level II study for Casper Alcova Irrigation District lateral rehab and $220,000 for a Wheatland source and transmission review. Extra money can be shifted among these listed studies only after the Select Water Committee reviews and recommends it. Any money not spent or obligated by July 1, 2029 goes back to Water Development Account II. The commission must report on each study before the 2028 legislative session.
Two-year funding for water programs office
The law gives $175,000 to fund the Office of Water Programs. The funding runs from July 1, 2026 through June 30, 2028. The money cannot be used for other purposes. Any money not spent or obligated by June 30, 2028 reverts as required by law.
More time and funds for dams
The law funds and adjusts dam and reservoir studies. It provides $1,575,000 from Water Development Account III for Level II studies. For the Nowood River Storage – Alkali Creek project, it extends the deadline to obligate funds to July 1, 2027; money not obligated by then reverts to Account III. It also moves the project's report due date to before the 2026 legislative session, which is later than the prior 2024 deadline.
