Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 2 costs, 0 mixed.

Shared ownership exempts ranchers from grazing fees

Beginning July 1, 2026, Wyoming grazing leaseholders qualify for an exemption when the leaseholding and livestock-owning entities share at least 80% ownership. The leaseholder must notify the Office of State Lands and Investments and can do so at any time. Qualifying leaseholders do not have to sublease the land or pay sublease or non-owned-livestock fees.

Ranchers must report and pay for others’ livestock

Beginning July 1, 2026, Wyoming state grazing leaseholders must report livestock they do not own. They must notify the Board of Land Commissioners within 30 days after arrival, using the state land office’s form. Leaseholders also owe a monthly fee for each head, in addition to annual rent. The Board sets the fee, capped at 50% of the annual animal unit-month rental rate. Payment is due to the Board within 30 days after the livestock leave the leased land.

State land subleases require sharing extra rent

Beginning July 1, 2026, Wyoming state grazing land subleases require paying the state half of the excess rental. This applies when a leaseholder subleases all or part of the land. Excess rental means total money received solely for land use minus the leaseholder’s current annual grazing and agricultural lease rent. The law also repeals older provisions governing subleases and livestock owned by others.
