Charity raffles legal if 100% to charity

Beginning July 1, 2026, a raffle or drawing for charity is not gambling if 100% of net proceeds go to charitable purposes. Net proceeds mean what is left after paying all costs, supplies, and prizes. Organizers are not guilty under gambling law when they meet this 100% rule for each raffle or drawing.

Private social games legal with rules

Beginning July 1, 2026, truly private social games are not the crime of gambling. The game must be among people with a real, pre‑existing social relationship; relationships formed to gamble do not count. Only natural persons may play. It must be private or at a business or club that does not mainly earn money from gambling, and it cannot be advertised or open to the public. No one may be paid for hosting or organizing beyond their own winnings. For these private games, normal owner or manager gains from running the place are not treated as illegal profit.
