3 provisions identified: 0 benefits, 2 costs, 1 mixed.
Beginning July 1, 2027, the law allows Wyoming’s Medicaid family planning waiver to continue through December 31, 2027. The law does not authorize renewal beyond that planned expiration date. Enrollees may lose services through the waiver after it expires unless another coverage route is available. The law does not specify replacement coverage.
Beginning July 1, 2027, Wyoming needs prior legislative approval to expand Medicaid beyond eligibility rules in effect January 1, 2026. The governor can approve a temporary expansion only to combat a public health emergency. That expansion must end no later than 30 days after the next legislative session adjourns. This limits future coverage options for people who need expanded eligibility to qualify.
Beginning July 1, 2027, Wyoming Medicaid applications and renewals must meet the law’s eligibility checklist. Applicants must be U.S. citizens or nationals with a valid Social Security number and identity proof, or be lawfully present. Children in Department of Family Services custody are exempt from these citizenship, Social Security number, and identity requirements. Applicants must meet Wyoming residency rules or qualify under the state Medicaid plan. People intending to return home to another state or country do not count as Wyoming residents. Applicants also need a listed eligibility path and must meet other applicable federal and state rules. Paths include disability, Supplemental Security Income or related programs, authorized waivers or expansions, and other federally required eligibility. They also include employed people with disabilities, breast and cervical cancer treatment enrollees, and family planning waiver enrollees. Covered children include those in foster care, basic or noncitizen foster care, subsidized adoption, or Wyoming boys’ or girls’ schools. A tuberculosis path covers active, untreated infection in Wyoming that poses a public health risk. Hospice eligibility requires voluntary election and a provider’s terminal-condition statement, plus hospice services or 30 consecutive days in a medical institution. A death-before-30-days exception applies to non-SSI recipients. The Department of Health must issue implementing rules by October 1, 2026.
