AN ACT CONCERNING EXPLORATORY COMMITTEES.

To (1) restrict exploratory committees to not more than thirty days of operation, (2) cap the maximum contribution to exploratory committees at two hundred fifty dollars, (3) limit the total amount of contributions exploratory committees may receive to five thousand dollars apiece, and (4) provide that, if a candidate makes any statement that such candidate is exploring a run for a particular office, such statement triggers the requirement to convert an exploratory committee into a candidate committee.

AN ACT CONCERNING RULES OF MINOR POLITICAL PARTIES.

To provide that minor political parties are required, and not merely allowed, to abide by their party rules in making nominations for public office and selecting town committee members or convention delegates.

AN ACT CONCERNING CERTAIN REVISIONS TO AGGREGATE AND INDIVIDUAL CONTRIBUTION AMOUNTS UNDER THE CITIZENS' ELECTION PROGRAM.

To (1) (A) set aggregate contribution amounts under the Citizens' Election Program at their 2022 election cycle levels, and (B) eliminate any inflationary adjustment of such amounts after the conclusion of the 2026 election cycle, and (2) provide that by December fifteenth immediately following the conclusion of a four-year state officer election cycle, or a two-year state legislative election cycle, inflationary adjustments to the individual contribution limits under the Citizens' Election Program shall be made for the next such election cycle.

AN ACT EXPANDING THE ADDRESS CONFIDENTIALITY PROGRAM OF THE SECRETARY OF THE STATE.

To expand the address confidentiality program to include applicants who are engaged in the provision, facilitation or promotion of reproductive health care services and gender-affirming health care services and have safety concerns, to expand such program to require persons as well as state agencies to use a program address and to create a process for the shielding of real property records of program participants.

To establish an advisory council on access to chimeric antigen receptor T-cell therapy and other gene therapies for the treatment of cancer.

To require the Probate Court Administrator to establish and implement an annual training program for persons appointed as a conservator in a Probate Court proceeding.

To create phased-in requirements for the usage of apprentices on certain prevailing wage public works projects, and to subject contractors and subcontractors who do not comply to a civil penalty and temporary disqualification from public works contracts.

AN ACT CONCERNING SECURITY OF PUBLIC OFFICIALS AND EMPLOYEES.

To (1) amend the Freedom of Information Act to provide that public agencies may not disclose, from their personnel, medical or similar files, the residential addresses of certain public officials and employees, (2) permit candidate committees to expend campaign funds for personal security services, and (3) (A) establish a "legislative safety account" from which the Joint Committee on Legislative Management may expend moneys for purposes of state legislator and state legislative staff safety, and (B) provide for funding of such account.

AN ACT REGULATING SELF-CHECKOUT STATIONS IN GROCERY STORES.

To require that grocery stores that offer self-checkout stations (1) have one manual checkout station operating for every two self-checkout stations operating, (2) have at least one employee for every two self-checkout stations monitoring such stations, and (3) do not operate more than eight self-checkout stations at any time.

To (1) require applicants for cigarette and tobacco products distributor and dealer licenses and renewals to provide certain information with such applications, and (2) establish additional penalties for violations of state law regarding the sale, offer for sale or marketing of electronic nicotine delivery systems and vapor products.

AN ACT REQUIRING THE ADVISORY COUNCIL ON INTERGOVERNMENTAL RELATIONS TO CONDUCT A STUDY CONCERNING THE FEASIBILITY OF AUTHORIZING MUNICIPALITIES THAT HAVE ENTERED INTO REVENUE SHARING AGREEMENTS TO ADOPT DIFFERENTIAL MILL RATES.

To require the Office of Policy and Management to conduct a study concerning the feasibility of authorizing municipalities that have entered into revenue sharing agreements to adopt differential mill rates.

To establish a refundable credit against the personal income tax for a portion of annual rent payments actually made by a taxpayer for a taxable year for a primary residence in the state.
