UK's primary GGBFS (ground granulated blast furnace slag) supplier; processes blast furnace slag from Tata Steel's Port Talbot steelworks into cementitious-grade GGBFS. Port Talbot's twin blast furnaces produce slag as a co-product that Civil & Marine granulates and grinds into cement-grade material. As Tata Steel UK transitions Port Talbot from blast furnace to electric arc furnace (announced 2023), this will eliminate one of Europe's largest single-source GGBFS supply streams.

Civil & Marine's GGBFS supply is entirely dependent on Tata Steel's Port Talbot blast furnaces — and those blast furnaces are being decommissioned in 2025 as Tata converts Port Talbot to electric arc furnace steelmaking (part of UK decarbonization policy supported by UK government grants). EAF steelmaking produces a different, non-cementitious slag. When the blast furnaces go dark, the UK loses its primary domestic GGBFS source, forcing concrete producers to import slag from continental Europe or switch to more Portland cement. The decarbonization of UK steel production directly undermines the decarbonization pathway of UK concrete — the same UK government policy that greens steel browns concrete, at the same site, simultaneously.

Civil & Marine Slag Cement was established to process the blast furnace slag co-product from Port Talbot steelworks — a site where integrated iron and steel production has operated since 1901. Civil & Marine granulates the molten slag immediately as it exits the blast furnace, grinding it to cement fineness for use as a supplementary cementitious material. It is owned by Heidelberg Materials (formerly HeidelbergCement), the world's second-largest cement group, which processes the material that partially replaces its own Portland cement product.
