Each military department secretary must include with the President's annual budget a consolidated justification for the congressional defense committees. It must show, by military department, the requested and required funding in the budget year for sustainment, restoration, and modernization projects for covered unaccompanied housing. The justification must also report spending in the fiscal year that began two years earlier, broken down by installation, facility type, count of sustainment/repair projects, and count of restoration/modernization projects. The terms used are defined in sections 2856, 2801, and 2811.
