Title 15 › Chapter 52— ELECTRIC AND HYBRID VEHICLE RESEARCH, DEVELOPMENT, AND DEMONSTRATION › § 2507
The Secretary of Energy must fund, by contract, the research, development, and demonstrations needed for the project. Contracts can be with federal agencies, labs, universities, nonprofits, companies, public bodies, or individuals. The Secretary must talk with the Department of Transportation, the Environmental Protection Agency, NASA, the Department of Agriculture, and other federal agencies, and set up regular consultations with scientists, industry, and other experts on electric and hybrid vehicles. Contracts must follow rules the Secretary makes, and funding applications must be written as required. The Secretary may buy or lease vehicles or arrange for others to do so, using federal assistance under two 1974 laws (the Energy Reorganization Act of 1974 and the Federal Nonnuclear Energy Research and Development Act of 1974). The Secretary must seek cost-sharing when possible, and for the first 2 years of demonstrations may use procurement or lease contracts without following certain federal procurement rules.
