The Federal Trade Commission (FTC) enforces these rules unless another agency is named. Bank matters are handled under section 8 of the Federal Deposit Insurance Act (12 U.S.C. 1818) by the Office of the Comptroller of the Currency, the Federal Reserve Board, or the FDIC, depending on the type of bank. Savings associations with FDIC-insured deposits are handled by the Director of the Office of Thrift Supervision under that same section. Federal credit unions are handled by the National Credit Union Administration (12 U.S.C. 1751 et seq.). Air carriers are handled by the Secretary of Transportation (part A of subtitle VII of title 49). Matters under the Packers and Stockyards Act (7 U.S.C. 181 et seq.) are handled by the Secretary of Agriculture (except as section 406 of that Act says). Farm Credit institutions are handled by the Farm Credit Administration (12 U.S.C. 2001 et seq.). When one of those agencies enforces the chapter, breaking a rule here counts as breaking the law that agency enforces. The agency can use any enforcement powers it has under its own laws. The FTC can stop violations under section 6502 using the same tools, penalties, and protections as the Federal Trade Commission Act (15 U.S.C. 41 et seq.). Nothing in the chapter limits other powers the FTC already has.
