Allows a federal officer, after talking with the Secretary, to spend federal money or give federal help inside the System for certain specific uses. These include uses that must be on or next to coastal water for energy access; upkeep or building of existing federal navigation channels (like the Intracoastal Waterway) and related work such as dredging; fixing or replacing—but not expanding—public roads, structures, or facilities that link into a larger system; military activities needed for national security; building and running Coast Guard facilities; and a range of other projects that fit the chapter’s goals, such as fish and wildlife work, navigation aids, certain coastal and scientific projects, emergency life‑saving actions under specified disaster laws, shoreline stabilization that mimics nature, and limited aquaculture that meets specified practices. It also allows use of sand from a System unit for federal coastal storm projects if that unit was used to nourish nearby beaches at least once between December 31, 2008 and December 31, 2023 because of an emergency before December 31, 2023. An “existing” federal channel or structure means it was authorized before the area joined the System. The repair limits do not apply to a Michigan highway that existed on November 16, 1990. For unit T–11, money for services or related infrastructure outside the unit is allowed when they relate to activities inside T–11, but new federal flood insurance and HUD funding cannot support new or expanded inconsistent development outside T–11. Otherwise Protected Areas may receive federal spending except for some new flood insurance rules, and new additions to the System made on or after November 25, 2024 get a 1‑year delay before the prohibitions apply; that delay does not protect structures that are built after the year ends, but does cover insurable structures already in place before the year expires.
