Allows the Secretary of the Interior to acquire State-owned land of exactly 2,721.12 acres inside the area described in section 407e. The Secretary can also trade other lands or land interests in that area for private lands, as long as the trades are about equal in value and include any needed terms or reservations. If a trade involves lands in section 32, township 24 south, range 24 east, New Mexico principal meridian that New Mexico has leased, the Secretary may pay a lessee for the reasonable value of improvements. That value must be set by an impartial appraisal obtained by the Secretary.
