The Chief Executive Officer must run and set the budget for the Capitol Visitor Center. That includes long‑range planning, daily operations, and running guided tours under sections 2241 and 2242. When the CEO recommends it, the Architect of the Capitol must put the Office’s proposed budget into the Architect’s budget sent to the President, and that Office budget is considered separately. The CEO must leave out costs tied to the activities covered by section 2271(b) when preparing that budget. When recommended by the CEO, the Architect can hire staff, set pay (no one may be paid above the GS‑15 maximum), spend available funds (following section 2233 rules for the Revolving Fund), and name a contracting officer for the Office. The Architect may not sign any Capitol Visitor Center contract over $250,000 without prior approval from the Senate Committee on Rules and Administration and the House Committee on House Administration. The CEO must send a report to those two committees within 45 days after each semiannual period ending March 31 and September 30. Each report must include financial statements, current operations, new policies and procedures, and future plans.
