The Foundation may hire the staff and contractors it needs to do its work. It can set pay for its hires up to the GS‑15 level. In addition to the Executive Director, up to 4 employees may be paid at a higher rate the Board approves. The Foundation can hire temporary experts and consultants at pay up to Executive Schedule Level IV. It can make rules for how it works, accept and use donations and gifts, use volunteers and repay their travel and per diem, sign contracts (and, if two‑thirds of the Board agree, do so without bonds or some procurement rules), rent offices in the District of Columbia and Tucson, Arizona, and make other needed expenditures. These same powers also apply to the National Center and to the Foundation’s related activities.
