The state must give subgrants to local school districts from the money it set aside for this program. The state divides the money so 20% is shared based on how many children age 5 through 17 live in each district, and 80% is shared based on how many children age 5 through 17 in each district are from families below the poverty line. The state uses the most recent federal data to figure these shares. Rural districts with locale codes 41, 42, or 43 may choose to pool their allocations or work with an educational service agency to use the money together. To get a subgrant, a district must apply to the state education agency. The application must explain the planned activities and how they match state standards, describe teacher and school leader training and support, say how funds will be focused on schools needing improvement and those with the most low-income children, and show how data and ongoing consultation will be used to improve work. The district must promise to include private school students and teachers and to coordinate professional development with other programs. While making the application, the district must meaningfully consult teachers, principals, paraprofessionals, support staff, charter leaders, parents, community partners, and other experts, seek their advice, and coordinate with local strategies. That consultation cannot delay filing the application.
