Money may be provided to the Department of State to pay the United States’ share of the costs of the South Pacific Commission and its related bodies under article XIV of the agreement. In any fiscal year, the U.S. payment cannot be more than 20% of all expenses apportioned among the Commission’s participating governments for that year. Extra funds may also be provided to cover U.S. participation costs, such as salaries for U.S. commissioners, their alternates, and staff; personal services in Washington, D.C.; services under section 3109 of title 5; housing and cost‑of‑living allowances for staff temporarily abroad; vehicle hire and local travel; printing and other necessary expenses. These payments may be made without following civil‑service laws and without regard to chapter 51 and subchapter III of chapter 53 of title 5, section 501 of title 44, and section 6101 of title 41. The Secretary of State may set rules for these payments, and the rules in section 287r and its regulations that apply to subchapter XVII expenses also apply here.
