Defines key words used in the chapter. It explains what different words and people are for the program. "Business incubator" is an organization that gives workspace and services to help new and existing businesses grow, such as help getting funding, training, counseling, networking, mentoring, and other business support. "Eligible applicant" is someone who can apply for a grant under section 5803(b) of this title. "Indian tribe" is defined in section 5304 of this title. "Institution of higher education" is defined in section 1001 of title 20. "Native American" and "Native" have the same meaning as "Indian" in section 5304. "Native business" is a business at least 51-percent owned and controlled by one or more Native Americans. "Native entrepreneur" is an entrepreneur who is a Native American. "Program" is the program set up under section 5803(a) of this title. "Reservation" is defined in section 1452 of this title. "Secretary" is the Secretary of the Interior. "Tribal college or university" is defined in section 1059c(b) of title 20.
