The Secretary must stop federal payments to a general local government when a judge who handles these cases issues a preliminary decision that the government probably will not show it followed sections 6711(a) and (b); or when that judge later decides the government did not follow 6711(a) or (b), unless the government signs a compliance agreement under section 6714 by the 30th day after the decision; or when suspension is required under section 6712(c). A suspension started after a preliminary decision stays in effect if the judge later makes a final finding of noncompliance. Payments must be restarted only in certain cases: when the Secretary approves or makes a compliance agreement under section 6714; when the government fully follows a court or judge order covering all issues in the notice under section 6712(a) (this can include paying restitution to injured people); when a court or judge finds the government has complied with 6711(a) and (b); or when an appellate court reverses a discrimination finding. Payments that were ended under section 6712(d)(2)(A) can be resumed only if an appellate court reverses the decision that ended them.
